With reference to your despatch no. 157 of the 7th of July last, I have the honour to enclose copy of correspondence which has taken place between the Board of Trade, the Foreign Office, and this department respecting the case of the French steamer "Hanoi" and the construction of certain sections of the Merchant Shipping Consolidation Ordinance of 1891.
